If you click through to the article it is clearly stated that the Ghost Town is private property.

The Cerro Gordo Ghost Town is privately owned, and you’ll need to obtain permission from the owner to access the property. Cerro Gordon road passes through the ghost town. Do not enter any buildings unless you have permission.

The young man who owns the abandoned property lives there and has started a museum which is home to items he found in the mines and around the property. He does welcome visitors and volunteers who help in rebuilding the mining town. It might be wise to include that in your information before people start trespassing.
